  (A) ANNUAL ADMINISTRATION REPORT OF RANIKHET CANTT.

 
  1. CONSTITUTION OF THE BOARD  
 
Ranikhet is a Class-I Cantonment Board. The Board consists of 14 members including 7 elected members. However since 03.03.03 the constitution of the Board has been varied by the Govt. of India and present Board is constituted under Section 14 (2) by the Govt. of India.

  2. ELECTIONS  
  No elections were held during the year.  
  3. MEASURES TAKEN TO AUGMENT REVENUE  
  The following measures were taken to augment the finances :  
 
(a)
Inspired by global welcome of privatization, the Board started a new era on Republic Day (26th Jan, 2004) by implementing the contractual basis for toll-collection. Total contract w.e.f. 1.12.2004 is for Rs. 36.54 lakh. p.a. for one year.
(b)
Parking fee is imposed by the Board by auctioning the same at Rs. 68,800/- p.m. w.e.f. 1.9.04 and valid upto 30.8.2005.
(c)
Water rates were revised by the Board at par with MES rates but the DM, Almora has referred the matter to the Central Govt. for final decision as per Section 51(2) of Cantt. Act, 1924. It is pending at Central Govt. level. If it is cleared by the Central Govt. then Board will get around Rs. 30.00 lakh more on account of water rates.
 
   
  4. WATER SUPPLY  
 
Water is supplied to the civil population by the Cantonment Board under bulk water supply agreement with the MES and the Jal Nigam in addition to the Board’s own water supply sources like Natural springs. The average quantity of water supplied by the MES authorities was 0.217 MLD and 0.350 MLD is supplemented through the Board’s own water supply sources. Besides this, an average of 0.560 MLD of water is being received from U.P. Jal Nigam through Devi Dhunga Water Supply Scheme for civil population of Ranikhet Cantt. Thus, the per capita supply per day is about 70 Lts. During the year 25 nos. of new water connections were sanctioned.
 
   
  5. SANITATION  
 
General sanitation conditions are satisfactory. Some new dustbins were constructed and some old dustbins were also repaired. Most of the big drains were cleared on drive basis. Solfac spray was provided in the civil area and Baytex were sprayed at different spots having stagnated water. Some urinals and public latrines were repaired. At present two Sulabh Shauchalayas are also functioning in collaboration with the Sulabh International. No dry type latrines exists in Ranikhet. 8 new urinals (2 unit in each) are constructed out of special grant-in-aid.
 
     
  6. TAXES  
 
House tax, Water tax, Scavenging tax, Profession tax, Dog tax, Cycle tax, Show tax and Toll tax are levied in this Cantonment among which Water tax, Scavenging tax, Profession tax, Dog tax, Cycle tax and Toll tax are not levied in neighbouring Municipal Boards at Almora and Nainital. The rate of taxation is higher in comparison to Municipal Board, Almora and Nainital.
 
     
  7. HOSPITALS AND DISPENSARIES  
 
The Board maintains a dispensary with only one doctor and other staff.
 
   
  8. EDUCATION  
 
The Cantonment Board maintains one High School, one Junior High School and four Primary Schools. Teaching staff strength is 32. During the year 796 students are enrolled.
 
   
  9. PUBLIC WORKS  
  The following expenditure was incurred for original works and repairing of various Cantt. Board assets:

  10. TREE  PLANTATION  
 
A total number of 6340 saplings of various species were planted out of which only 4672 survived due to inadequate rain-fall and forest fires which devastated the plants.
 
   
  11. MARKETS  
 
The Board maintains 202 shops. Besides these it also maintains 11 meat, Chicken and Fish shops and 2 vegetable markets having 16 stalls.
 
   
  12. FIRE FIGHTING  
  State Government has established a full-fledged Fire Station at Kumpoor Bazaar, Ranikhet.  
   
  13. BIRTHS AND DEATHS  
  774 Births and 98 Deaths are registered during the year.  
   
  14. GENERAL  
 
The General Administration of the Cantonment Board was satisfactory. The audit of Cantonment Boards for the period April 2004 to September 2004 has been carried out and found satisfactory. Audit for the period October 2004 to March 2005 is likely to be completed by the Local Audit authorities by end of June 2005. Almost 40% works of different sections are computerized during the year among which Budget estimates, Annual Consolidated Accounts, Salary of staff, Board proceedings, tender forms & all correspondences are included.
