RIGHT TO INFORMATION ACT

 
   
 

INFORMATION AS REQUIRED TO BE PUBLISHED U/S 4(1)(b) OF THE RIGHT TO INFORMATION ACT, 2005.

 
 
4(1)(b)(i) THE PARTICULARS OF ITS ORGANIZATION, FUNCTIONS AND DUTIES.
 

Cantonment Board is a body corporate created under the statute called The Cantonments Act, 1924. It carries out entire gamut of municipal administration, including town planning and infrastructural development of Ranikhet Cantonment. Ranikhet Cantonment Board comprises of both Military and Elected Civil Members.

 
 
(ii)
THE POWERS AND DUTIES OF ITS OFFICERS AND EMPLOYEES
 
1.
Cantonment Board is a policy making body
2.
President Cantonment Board supervises the executive  and financial administration of the Board.
3.
Chief Executive Officer is secretary to the Board and the Chief Executive/Administrator and carries out day to day administration including supervision of the entire work force of the Board
   
  Main Functions of the Employees are in the field of :
1.

Levy and recovery of municipal taxes and non- tax revenue and toll tax

2.

Regulation of building activities and land management.

3.
Town planning and infrastructural development.
4.
Water supply management
5.

Street lighting.

6.
Sanitation and hygiene.
7.
Primary and higher education
8.
Health care.
9.
Forest management.
10.
Registration of births and deaths. The functions and duties of these departments and employees are as prescribed under the Cantt.Act and delegated by the CEO from time to time.
 
 
(iii)
THE PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY.
 

All policy decisions are taken by Cantonment Board in the Ordinary meetings held generally once a month and in the Special Board meetings held as and when required, by unanimous or majority decision. CEO supervises the entire work-force and takes decisions on all facets of administration. The employees of the Board, in their assigned roles are accountable to the CEO.

THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS.
 

To provide excellent civic life, healthy and invigorating environment and sound infrastructure and planned urban development

 
 
(v)
THE RULES, REGULATIONS, INSTRUCTIONS, MANUALS AND RECORDS, HELD BY IT OR UNDER ITS CONTROL OR USED BY ITS EMPLOYEES FOR DISCHARGING ITS FUNCTIONS.
 

Primary legislation – Cantonments Act, 2006 the following statutes are also applicable :

1.

Cantonments Account Code, 1924 amended as Cantt.Act 2006   

2.
Cantonment Fund Servants Rules, 1937.
3.
Cantonments Property Rules, 1925.
4.
Cantonments Land Administration Rules, 1937
5.

Public Premises (Eviction of Unauthorized Occupants) Act, 1971.    

6.

Cantonments Electoral Rules, 1945.Such other acts, Rules, notification executive instructions etc. issued by Govt. of India from time to time applicable to the administration of Cantonments. Bye-Laws of Cantonment Board under the provision of the Cantonments Act.

 
 
(vi)
A STATEMENT OF THE CATEGORIES OF DOCUMENTS THAT ARE HELD BY IT OR UNDER ITS CONTROL
 
The important documents maintained include the following:-.
1. Minutes Book.
2. General Land Register.
3. Property Register.
4. Tax demand and collection register.
5. Assessment Register.
6. Cash Book and related registers and all registers/ledgers/documents as prescribed in Cantonments Act, 1924 and rules framed there under.
 
 
(vii)
THE PARTICULARS OF ANY ARRANGEMENT THAT EXISTS FOR CONSULTATION WITH, OR REPRESENTATION BY, THE MEMBERS OF THE PUBLIC IN RELATION TO THE FORMULATION OF ITS POLICY OR IMPLEMENTATION THEREOF.
 
(a)
Main policy formulating body viz. Cantonment Board comprises of public representatives duly elected from specified wards.
(b)
CEO has regular interactions with the public, both in office as well as during field visits, which provide inputs for policy formulations.
(c)
Important policy decisions and works are advertised in the local newspapers
 
 
(viii)
A STATEMENT OF THE BOARDS, COUNCILS, COMMITTEES AND OTHER BODIES CONSISTING OF TWO OR MORE PERSONS CONSTITUTED AS ITS PART OR FOR THE PURPOSE OF ITS ADVICE, AND AS TO WHETHER MEETINGS OF THOSE BOARDS, COUNCILS, COMMITTEES AND OTHER BODIES ARE OPEN TO THE PUBLIC, OR THE MINUTES OF SUCH MEETINGS ARE ACCESSIBLE FOR PUBLIC.
 
Cantonments Act and related bye-laws provide for the following-
(a)Cantonment Board comprising of 7 elected and 7 nominated members.
(b) Civil area committee.
(c) Finance Committee.
(d) Assessment Committee. The meetings, and minutes of the meetings are accessible to the public.
